I think the answer is yes since he has lots of fans all over the world.He has to promote his ENGLISH in order to negociate with fans.

I think he can speak English but fluently.  It's really hard to speak English fluently if you haven't been using it everyday.
( n( g3 V: C4 @* C8 U# y& CIn Thailand, English has been taught in school since the elementary school specially reading and writing.

I guess Tik could communcate with his fans a little bit ,but not fluently
